Support min/max-length bounds for strings

Add StringBounds to StringCodec to represent minimal/maximal length of a
string, checked during parsing. These map to minLength/maxLength in JSON
Schema. Bounds are inclusive.

Adds textWithBoundsCodec and stringWithBoundsCodec.
