Check the code review standards with hopinion in CI

hopinion mechanically enforces the comment, style and testing guides, so the
findings in the previous commit do not have to be caught by eye in review, and
do not come back.

The package list is the same expression the weeder check already uses, so a
new package is covered by both without a second place to remember.
