centjes-stripe: write months as a contiguous run

A month asserts the balance Stripe closed it on, which only holds if every month
between the opening balance and it was booked.  Holding one month back for
missing evidence while writing the ones after it leaves the next assertion short
by whatever moved in the gap, and since the importer never rewrites a month the
gap could then only be filled in by hand.  So a held-back month holds back
everything after it.

The tax invoice is also only required of a month that actually has fees, since
only a fees transaction attaches it.  A month with no fees at all needed no
invoice and was being held back for one.
