Build with cabal only, and drop the stack setup Two build tools meant two dependency sets to keep in step: stack.yaml pinned an LTS plus a dozen source-repository commits by hand, while the nix build already resolved the same packages from the flake inputs. The dev shell has had cabal-install in it all along, so cabal.project is the only description left, and it picks up the warning flags and -O0 that stack.yaml used to set for local packages. The devel scripts leaned on `stack install --file-watch --exec`, which has no cabal counterpart, so they now use watchexec around `cabal run`. watchexec restarts the child itself, which is what restart-docs-site.sh was for. The switzerland scripts run in the example directory, where the ledger their config expects actually lives.
