Address the review on the pull request A chassis and an export are not optional: a check that quietly does not run is worse than one that was never written, so checkedFor requires both and says which router is missing which. The asserts move here from deployFor, since everything that deploys goes through this. The comments the review pointed at are gone. The one on vmtest-for's chassis argument had also gone stale: a chassis is five things now, not the two it claimed.
