apply is the two-stage one, reset-into is the primitive

The name people reach for now belongs to the operation they should reach
for. apply resets into the half that gets you back in and imports the
other onto the router that came up; reset-into resets into a whole file,
which is the one that can leave you locked out, and now says so in its
name and in the README.
