Make nix-ci.nix self-contained NixCI reads this file straight out of the forge, without cloning the repository, so a configuration that reads nix/ci-workspace-graph.json is rejected instead of read, and every suite fails at the config step. Spelling doNotBuild out costs a line per crate artifact and a note to extend it along with the workspace, which is cheap next to CI that does not start.
