The bootstrap plan, which goes when the first version does

Scaffolding: what the standards say, which of it a machine can decide, what the
corpus measured, and what the current shape came from. It is a deliverable in
its own right while the tool is being built, so it has a feedback loop in the
same command as everything else.

Kept in its own commit because it is the part of this repository with the
shortest life. Read plan/context.md for why the tool looks the way it does and
what is deliberately not built; the rest is triage.
