ical-recurrence: test a UTC Until west of UTC too

The existing test uses a zone east of UTC, where reading the UNTIL
instant as a local wall clock drops the last instance.  West of UTC the
same comparison over-generates instead, so a fix that applies the offset
in the wrong direction would pass that test and fail this one.
