Let the tests count as users, and keep nothing nobody uses Weeder saw only the library, so an export the test suites reached for looked dead and the only way to keep it was an exception. With the tests counted the signal is honest, and what it says is that Ord on TokenAudience and on Algorithm is used by nothing at all, so it is gone rather than excepted. The exception list is empty. Ord on Issuer stays because the federation's map needs it.
