Release to Hackage from CI

Uses the release-to-hackage flake to upload every package whose version is
not on Hackage yet, from the default branch only, so bumping a version in a
merged pull request is the whole release process.

Also corrects the cachix public key in nixConfig, which did not match the
key the cache actually signs with.
