Shrink the overlay to what a library's overlay is for

It was nix-ci's build policy copied across: buildStrictly, and nine overrides
turning off haddock, hoogle, coverage, profiling, benchmarks and tests. That
is a repository deciding how to build its own packages, which is the right
thing in the repository that owns the decision and the wrong thing to hand to
everybody who imports the overlay.

What is left is three callPackage lines and one override: promql-e2e does not
run its tests, because they ask a Prometheus that only this repository's own
check starts. Everything else is a default build.

The -Werror the buildStrictly was for is in each package's own ghc-options,
where it applies to every build rather than to the one the overlay arranges.

The e2e harness moves out of the overlay and into the flake beside the check
it is, since nothing importing the overlay should be handed it, and
promqlRelease goes: the default package is the library.
