Build strictly after all buildStrictly is not the build policy the rest of that block was. It is buildFromSdist plus failOnAllWarnings: the sdist is what a release of this library is, so building from one is how we find out it is complete, and the warning floor sits outside each package's ghc-options so that one of them losing -Werror cannot quietly take it away. What stays gone is the nine flags around it, which were this repository telling everybody who imports the overlay not to build haddock.
