safe-coloured-text-parsing 0.1.0.0: parse OSC sequences

Add OscCommand type with OscHyperlink (OSC 8) and OscOther variants.
OscSequence now carries an OscCommand value. The tokenizer parses
ESC]<num>;<params>ST sequences properly instead of leaking them as
plain text.

Fixes rendering of GHC warning messages that contain OSC 8 hyperlinks
to error documentation URLs.
