Mutation: release metadata for the manifest .txt encoding fix

sydtest-mutation-plugin is the only caller of writeManifestTxtFile, so pin
its dependency to sydtest-mutation-runtime >=0.1.1.  With the old >=0.1 a
solver was free to build the plugin against 0.1.0.0 and write mangled
non-ASCII into every manifest .txt.

sydtest-mutation's .cabal gained a test-suite dependency, so its released
0.1.0.0 tarball can no longer be re-uploaded: bump it to 0.1.0.1.  Its test
suite requires the fixed runtime too -- ManifestRenderSpec fails against
0.1.0.0 by construction -- so that dependency is pinned as well.  The
library is unchanged.
