Mutation redundancy: drop unused redundancy.json read API

Nothing reads redundancy.json back, so remove the speculative
readRedundancyReportFile / readRedundancyReportFileIfExists /
RedundancyReportDecodeException (and now-unused imports) to keep weeder
green and the API minimal.  The JSON codec roundtrip is already covered
by jsonSpec.
