Drop asOfLongAgo, and say more when the standby will not start

asOfLongAgo was awaitReplica in a hat: it ran the action and then waited,
which is what a caller writes anyway, one line shorter than wrapping it.
It named the intent well, but the intent belongs to the suite that has
one, not to the library, and the only consumer wrapped it again on its
own side regardless. One way to wait is enough.

Its spec said what the test above it already said, so it goes with it.

pg_ctl says only that the server did not start and to go and read the
log, and the log is in a temporary directory about to be removed, so read
it out while it is still there.

The catch-up deadline now says how long it waited rather than how many
times it asked.
