Assert the sqitch tests are inside the timeout node, not beside it The test checked that a timeout node existed and scaled correctly, but not that it contained anything: declaring the node and the tests as siblings left both unscaled and still passed. It now matches both tests inside the node, which that mistake fails. Also pins execution order while building the forest, so the two tests cannot be shuffled out from under that match.
