warp: leave Windows exactly as it was

None of the errno guards can match on Windows: network reports a socket
error there with no errno on it, only an OtherError carrying a WSA
description string. Every accept() failure therefore reaches the last
branch, including the EBADF a graceful shutdown produces, and throwing
would turn an ordinary shutdown into an exception. Master returns () for
all of them, so keep doing that.

This makes the PR a no-op on Windows rather than a regression. It is its
own commit and drops cleanly if you would rather take the Windows change
knowingly, or wait for something that can tell those failures apart there.
