Let wai-app-static and warp-tls build against warp 3.5

They are the only two packages in the repo that cap warp, and both capped
it below the version this PR introduces, so CI would stop being able to
build them.

Raising the bound is enough: 3.5.0 is 3.4.15 plus a change to what the
accept loop does with a failure, and no API moved. Both were compiled
against it to check that rather than assume it.
